Resident Engineer

Job Purpose
The Resident Engineer is responsible for the overall technical leadership, supervision, quality assurance and successful delivery of construction projects on behalf of the Client. Acting as the Engineer's Representative, the Resident Engineer oversees all site supervision activities, ensuring that construction works are executed in accordance with the contract documents, approved designs, project specifications, statutory requirements and international best practice.
The role provides leadership to multidisciplinary site supervision teams, including Structural, Architectural, MEP, HSE, Quality and Site Inspection personnel, while managing contractor performance, programme compliance, quality, safety and stakeholder relationships throughout the project lifecycle.
The successful candidate will possess extensive experience delivering complex building and infrastructure projects within the UAE and demonstrate strong leadership, contractual and technical expertise.
Responsibilities
Project Leadership
Lead the site supervision team throughout the construction phase.
Act as the primary technical representative between the Client, Contractor, Authorities and Design Consultants.
Ensure construction activities are executed in accordance with approved drawings, specifications and contract requirements.
Provide strategic direction and technical guidance to all site supervision personnel.
Promote collaboration across multidisciplinary engineering teams.
Construction Supervision
Monitor construction progress against the approved programme.
Review contractor methodologies, work sequences and construction activities.
Ensure compliance with project quality standards and technical specifications.
Identify project risks and implement mitigation strategies.
Review and recommend approval of contractor submissions, shop drawings, method statements and material approvals.
Contract Administration
Administer construction contracts in accordance with project procedures.
Review contractor claims, variations and extension of time submissions.
Certify completed works and recommend interim payment certificates.
Assist in dispute avoidance and contractual issue resolution.
Maintain comprehensive project records and correspondence.
Quality Assurance
Ensure implementation of the Project Quality Plan.
Oversee inspections and testing activities.
Monitor non-conformance reports (NCRs) and corrective actions.
Ensure defects are identified, tracked and closed out.
Drive continuous improvement across site supervision activities.
Health, Safety & Environmental Management
Promote a strong safety culture across all project activities.
Ensure compliance with UAE HSE regulations and project-specific safety requirements.
Support HSE audits, inspections and incident investigations.
Monitor contractor HSE performance and corrective actions.
Stakeholder Management
Chair project progress and technical coordination meetings.
Maintain effective relationships with clients, contractors, authorities and consultants.
Coordinate with government authorities regarding inspections, approvals and statutory requirements.
Provide regular progress updates and executive reporting.
Commercial & Programme Management
Monitor project progress against approved schedules.
Identify programme risks and recommend recovery strategies.
Support commercial teams in managing variations and cost implications.
Assist the Client in achieving project objectives within budget and programme.
Team Leadership
Lead, mentor and develop multidisciplinary site supervision teams.
Allocate resources effectively across project activities.
Conduct performance reviews and provide coaching where required.
Foster a culture of accountability, collaboration and technical excellence.
Technical Competencies
Construction supervision of large-scale building and infrastructure projects.

Contract administration (FIDIC experience preferred).

Qualification and Experience
Bachelor's Degree in Civil Engineering or Structural Engineering.
Master's Degree is advantageous.
Chartered Engineer (CEng), PE or equivalent professional registration is preferred.
Membership of a recognised professional institution is advantageous.
Minimum 20 years' post-graduate experience in engineering consultancy or construction supervision.
Minimum 10 years' experience as a Resident Engineer on major construction projects
Extensive UAE and/or GCC project experience.
Proven experience leading multidisciplinary site supervision teams.
Demonstrated experience delivering complex commercial, residential, hospitality, healthcare, aviation, mixed-use or infrastructure projects.
Strong understanding of UAE construction regulations and authority requirements.
